World Concern has been present in South Sudan since 2005 and
currently has offices in Juba, and Warrap and Western Bahr el Ghazal
States.
Current programming in South Sudan is aimed at helping
communities to become self-reliant, attain food security and alleviate
poverty.
The Sustainable Economic and Agricultural Recovery (SEAR)
program aims at fostering sustainable reintegration and economic development of
returnees and their host communities in the larger Gogrial area of Warrap
State.
This is planned through improved access to food through
enhanced food production and increased access to affordable financial services
and productive assets.

The SEAR program operates in the counties of Gogrial West and Gogrial East in Warrap State.

Reporting to the SEAR Program Manager, the SEAR Assistant
Program Manager (APM) is responsible for the oversight of assessments, program
coordination and development, overall implementation of activities and
supervisory and managerial responsibility of program staff in the Gogrial East
area of the program.
The APM will be expected to provide leadership in the
achievement of the program objectives and quality programming by ensuring
innovativeness in the implementation of the program, robust community
participation, coordination with other development activities carried out by
World Concern in the region, and with other agencies including the UN, local
government, private sector, and local and international NGOs.
The various SEAR program objectives include development of
agricultural skills and production techniques, development of fisheries
programs, value-added product development, establishment and growth of
microfinance groups, business development training, and a vocational training
program.
Responsibilities of the APM will include both the
development and enhancement of ongoing programming and the initiation of new
interventions.

Provide leadership and direction to staff and other
stakeholders on all aspects of the program.
Communicate program goals and objectives to key team
members, beneficiaries, local and central government, and other agencies
operating in the program area.
Convey information and ideas and effectively coordinate the
program activities to ensure overall project targets and donor obligations are
met.
Participate in State level sector and cluster coordination
activities and meetings.
Participate in the Country Management Team meetings and
activities.
Program Management
In a participatory manner, develop and implement work plans
with clear indicators, expected outputs and timeframes.
Coordinate with program, finance, administrative, and
logistics staff at all levels to ensure program systems are in compliance with
World Concern policies and procedures and donor requirements.
Ensure program implementation is on time, on target and
on-budget using effective program tracking systems.
Work with other relevant World Concern departments to
create, enforce, and maintain systems ensuring effective and transparent use of
financial resources and prudent management of World Concern assets.
Implement and model World Concern’ organizational culture
and economic development strategy among the staff and the beneficiaries.
Develop collaborative relationships among World Concern,
communities, the local private sector, local government and the relevant UN
agencies.
Ensure World Concern remains accountable to the local
government, the donors, and the beneficiaries
Team Management and Staff Supervision
Create and sustain a work environment of mutual respect
where team members strive to achieve excellence.
Promote stewardship and accountability, communicate
expectations and provide constructive feedback through regular performance
reviews.
Support the program team members to attain optimal results
through adequate orientation on their jobs as well as providing them with the
necessary information, tools and other resources to enable them perform their
work as expected.
Contribute to country team-building efforts, help team
members identify problem solving options and ensure the integration of all team
members into relevant decision-making processes.
Working closely with the Program Manager and the Programs
Coordinator, provide regular clear security information to enable the staff to
make decisions that enhances their personal safety and security.
Communication and Organizational Learning
Construct an atmosphere where the program team have a
positive approach to their work, and embrace challenges as opportunities to
innovate.
Write and submit timely, informative, high quality and
comprehensive reports to WCDO relevant government authorities and donors using
approved standards and formats.
Ensure documentation and synthesizing of lessons learnt
during program implementation, and develop methods of their integration to
on-going and future program activities to help the organization become
increasingly more effective, efficient and relevant to the communities served.
With the Regional Monitoring and Evaluation Officer, develop
ME protocols for the project and ensure that observations made from ME
exercises are communicated to the staff and the recommendations made are
integrated in on-going activities and in future program design and plans.
Knowledge and Experience
Relevant social science, business, or international
development degree.
5 years’ experience managing economic development programs
in a relief and development setting. Specifically, experience with saving-led
microfinance, value chain analysis and development is preferred.
Demonstrated ability to implement a complex program, manage
a range of staff and develop their capacities.
Demonstrated ability to work respectfully and constructively
with local government officers and other partners.
Experience in highly volatile security situations and a
commitment to team safety. Able to strictly follow security protocols.
Commitment to the principles of participatory team
management and participatory, community-oriented development.
Prior experience living overseas in conflict or post
conflict zone and ability to work comfortably in the South Sudan cultural
environment.
Fluency in written and spoken English required. Arabic
language skills preferred.
Able to communicate in a manner that is confident and clear,
yet diplomatic, enabling him/her to forge positive working relationships with
donors and other stakeholders.
Living Conditions/Environmental Conditions
This unaccompanied position will be based in Lietnhom, Gogrial East County, South Sudan with travel to other locations within the Gogrial East and Gogrial West Counties.
