The Micro Enterprises Support Programme Trust (MESPT) is an autonomous Kenyan organisation whose Founders are the Government of the Republic of Kenya and the European Union.
The Micro Enterprises Support Programme Trust (MESPT) is an autonomous Kenyan organisation whose Founders are the Government of the Republic of Kenya and the European Union.
MESPT evolved from a bilateral programme implemented by
GoK/EU between 1997 and 2002.
MESPT was established to continue with the activities
carried out under the bilateral programme. MESPT is governed by an independent
board of Trustees that oversees a management team charged with implementation
responsibilities.
MESPT provides financial services and Business
Development services under four broad categories;
a) Wholesale Loans for on-lending to small businesses and
farmers through financial intermediaries (Microfinance organisations, Saccos
and Financial Services Associations – Village Banks).
b) Business Development Services to the Dairy, Horticulture,
leather, Jua Kali and Fisheries sectors in form of matching grant funds.
c) Area Based value chain facilitation in 7 counties in the
Coast and Eastern provinces of Kenya.
d) Capacity Building for Financial Intermediaries and BDS
providers.
Due to a recent expansion as a result of entering into a
five year partnership with the Royal Danish Embassy under the Business Sector
Programme Support (BSPS), MESPT wishes to recruit the following four
professionals to its team.
Job Description for the Company Secretary and Head of HR and Administration
Job Description for the Company Secretary and Head of HR and Administration
Reporting to the CEO and working closely with the
Managers and other staff of MESPT, the Company Secretary is expected to carry
out the following among other duties:-
a). Company Secretarial Duties
Assist the Chief Executive Officer (who according to the
Trust Deed is the Secretary to the Board), in carrying out the following
company
Secretarial duties:-
1. Serve as the Secretary to all the Board of Trustee
meetings including the Committees of the Board.
2. Attend Board meetings and keep a record of all
proceedings.
3. Ensure that draft Board Minutes are sent to the Chairman
within 7 days of the Board Meeting.
4. Ensure that all notifications to Board are issued within
the required period.
5. Ensure all resolutions and Trustee Registry requirements
are filed within 7 days of the meeting at which the resolutions are passed
and/or executed.
6. Co-ordinate and ensure that all Board Papers and
documents for discussion by the Committees are circulated within the agreed
time.
7. Update MESPT records and ensure compliance with
regulatory requirements.
8. Custodian of MESPT seal, The Trust Deed and all vital
documents with respect to MESPT’s formation and continued existence including
any title documents and contracts.
9. Ensure compliance with the relevant Acts of Parliament
and any other statutes that may come into effect and that would affect the
business of MESPT.
b). Administrative Duties
1. Oversee effective Administration of the organisation by
supervising the Administrative Assistants in each Department.
2. Oversee the administration of staff medical, pension and
gratuity schemes.
3. Coordinate insurance of MESPT assets and maintain
contracts for all insurance policies held by the organisation.
4. Ensure strict compliance with Kenyan labour laws.
5. Co-ordinate the filing of MESPT records.
6. Oversee the utilization of MESPT assets and protection of
the assets by the staff to whom they are entrusted.
c). Human Resource Duties
1. Co-ordinate and support staff recruitment and
orientation, to include preparation of employment contracts, confirmation and
contract renewals.
2. Prepare HR reports such as staff leave, turn-over,
confirmation status, etc.
3. Maintain and update personnel information.
4. Oversee the semi annual and annual appraisal of staff.
5. Ensure that the staff files are complete in every
respect.
6. Chair the Human Resource Committee to discuss staff
issues (discipline, promotion or demotion).
7. Chair the staff training committee to determine the
training programmes to be attended by staff each year.
d). Other duties
Any other duties as may be assigned by the CEO or the Board
of Trustees from time to time.
Desired Skills and Ability
Good communication, presentation, research and analysis
skills
Must be hands-on in interpretation and application of
company Secretarial, administrative and Human Resource issues.
Proactive and self motivated
Excellent interpersonal skills
Team player
Able to demonstrate excellent organizational skills
Ability to handle pressure and work with minimum or no
supervision
Strong leadership skills
Qualifications
A degree from a recognized University.
A minimum of 3 years post qualification work experience in a
commercial environment.
Must have previous working experience in Human Resource and
Administrative duties.
Must be a Certified Public Secretary (CPS-K) with a current
practicing certificate.
Must be computer literate.
Experience in working with Donors will be an added
advantage.
