Monitoring and Evaluation (M & E) Specialist
International Medical Corps is seeking a Monitoring and
Evaluation (M & E) Specialist for a proposed USAID-funded Kenya Arid Lands
Disaster Risk Reduction – WASH Program in Kenya.
This is a two-year cooperative agreement with an aim of
assisting the Kenyan government and communities to increase resilience to
drought and flash floods while simultaneously increasing access to improved
water supply and sanitation services, and improving hygiene behaviors, for poor
and vulnerable populations in the arid counties of Kenya.
Program objectives include
(i) increasing water storage capacity in arid lands, through
improving natural and artificial storage,
(ii) improving WASH conditions at health facilities and
nutrition centers frequently utilized during emergency response and
(iii) improving access to safe drinking water sources,
improving access to and usage of point of use water treatment products, promote
good hygiene behaviors and use of sanitation facilities as a means of reducing
diarrheal disease in areas with recurrent emergency levels of malnutrition and
around areas of improved water storage.”
Under the guidance and supervision of the Director of
Monitoring and Evaluation, the Monitoring and Evaluation Specialist’s main
responsibility is to support the effective and efficient management and
implementation of the DRR – WASH programme through driving development results
planning, monitoring, evaluation and reporting in line with the donor and
organizational requirements.
The incumbent will develop and deploy Monitoring and
Evaluation tools and will ensure that proper monitoring and evaluation is
carried out at outcome level and will provide input to extracting and capturing
lessons learned.
The Monitoring and Evaluation Specialist will also provide
support to the donor reporting to ensure that reports cover outcome indicators
and strategic information on results and impact of interventions.
Duties and Responsibilities:
Under the supervision of the Director of Monitoring and
Evaluation, the Monitoring and Evaluation Specialist will:
Prepare detailed performance monitoring and evaluation plans
for the program, in collaboration with the relevant WASH officers, coordinators
and Technical Director;
Develop and implement appropriate tools for data collection,
collation and analysis for the program;
Oversee data collection to ensure high-quality results for
learning and donor reporting – both at the field and at the central level;
Oversee data entry and analysis, ensuring a high degree of
accuracy;
Ensure the timely submission of all internal and external
reports;
Work closely with consortium team members to ensure
compliance with programmatic targets and deliverables;
Oversee evaluations, the writing of evaluation reports, and
dissemination of results and recommendations;
Ensure that M&E data is incorporated into program
planning and review processes on a monthly basis;
Provide technical guidance to the consortium team through
regular meetings and site visits to the field; ensure adequate staff capacity
building; conduct trainings and workshops as appropriate;
Provide advice to the team and stakeholders strategies to
improve program components and activities;
Support the development of project proposals – particularly
performance monitoring plans and M&E sections;
Conduct regular technical assessments and monitoring visits
to the program sites throughout Kenya;
Perform other duties, as assigned.
Qualifications and Skills
Degree-level qualification in Social Science, Public Health,
International Health, Development Studies or a related field, including studies
relating to research and statistical analysis; Master’s degree highly
preferred;
At least five years’ experience managing M&E in an
international NGO context;
In-depth knowledge of USAID programmatic, compliance and
reporting requirements; knowledge of other donors such as OFDA, ECHO and UN
agencies would be an asset;
Demonstrated experience in applying quantitative and
qualitative/participatory research methods;
Ability to write clearly and concisely and to translate
complex concepts into non-technical language;
Operational knowledge of WASH and DRR programming, gender principles,
and community level programming as they apply to development work;
Prior experience in working in a consortium of NGOs and a
multidisciplinary team is an asset;
Proven ability to write technical reports, reviews,
program/project documents, concept notes/proposals and conduct presentations by
clearly formulating/articulating positions on issues and defending
recommendations;
Capacity to build the research and M&E skills of colleagues
and community members;
Excellent communication skills, including fluency in oral
and written English;
Proficiency in using standard computer software, especially
MS Office programs;
Proficiency in using statistical analysis software, such as
SPSS;
Ability to manage multiple projects simultaneously and to
meet deadlines under pressure;
Highly flexible, and able to live/work in a challenging and
highly demanding context; Able to work in remote field sites – sometimes for
extended periods – with limited comforts;

Under the guidance and supervision of the Finance Director,
the Finance Manager’s main responsibility is to provide day-to-day financial
and administrative support to the DRR-WASH program including the
processing transactions, adhere to donor regulations and International Medical
Corps policies and procedures, reporting, and assisting in financial analysis.
Duties and Responsibilities:
Under the supervision of the Finance Director,the Finance
Manager Specialist will:
Perform the day-to-day accounting operations and financial
support in accordance with donor/client and International Medical Corps
internal policies and procedures;
Ensure required preapprovals are secured in advance of
incurring an expense;
Prepare procurement requests and ensure all approvals are
secured and coordinate with logistics department the delivery of services and
goods;
Account for procurement transactions to ensure adequate
supporting documentation, accuracy, and control over payments;
Maintain accurate financial transactions and grant/contract
records;
Assist consortium program staff and finance department in meeting
donor/client and internal reporting requirements;
Prepare timely and accurate financial reports for submission
to donor before the deadlines and with close coordination with consortium
members;
Ensure travel approval and other required pre-approvals are
secured in advance of incurring an expense.
Work on procurement requests together with Program Officer
and logistics, to ensure all approvals are secured;
Coordinate with logistics department the delivery of
services and goods;
Account for procurement of good and service transactions to
ensure adequate supporting documentation, accuracy, and control over payments;
Request payment for goods and services; Preparing wire
request for payments with the support documentation and programmatic approval
of consultancy work, if required;
Maintain accurate financial transactions and grant records;
Prepare monthly actual to budget expenditures analysis and
pipeline;
Work on budget preparations and budget realignments;
Review of consultancy contracts, service agreements,
extension of contracts/agreements and applicable templates, as required;
Create and revise chart of account, when necessary;
Prepare tax reports, as applicable;
Submit payment requests to donor, as required;
Ensure adequate and smooth cash flow; cash count and
clearance of petty cash balances;
Ensure that internal control systems are in place in field
sites;
Maintain frequent communication with Program Staff, Finance
and Field office Finance / Admin staff to ensure finance activities and
objectives are communicated clearly;

The COP will provide strategic vision and leadership for the
program in order to achieve program goals and objectives, including managing a
consortium of five NGOs, managing the program implementation plan, reporting
and analyzing budgets, managing field officers and staff, and ensuring
transparent and effective communication in the consortium.
The COP will manage coordination mechanisms with relevant
stakeholders, serve as the key liaison with USAID, HQ, government officials,
the private sector, local and international NGOs, implementing partners, and
community members.
Duties and Responsibilities:
Under the supervision of the Kenya Country Director,the
Chief of Party will:
Act as the overall lead for the above named DRR - WASH
program; oversee the work of the staff in the program.
Ensure that the work of each consortium partner is
implemented well and on time.
Serve as team leader charged with the day-to-day execution of
the program; undertake the timely deployment of program needs to ensure program
success and attainment of desired results/indicators.
Oversee the production, review, analysis, and evaluation of
technical reports including the preparation of technical and programmatic
reports to USAID, implementation plans, abstracts and manuscripts, etc and
other relevant materials and facilitate dissemination of good practices;
Work closely with the donor to ensure compliance with
programmatic targets and deliverables;
Coordinate and oversee the collection of data and other
M&E processes, in collaboration with the M&E team;
Actively identify and pursue new opportunities and lead
program development activities by developing and technically reviewing program
and grant proposals;
Provide support in facilitating technical collaboration and
coordination activities with the Government, Donors and other NGO partners;
Attend sector meetings in Nairobi, and liaise closely with
potential partner organizations;
Provide operational and technical support, as needed, to
additional IMC Programs in Kenya, such as: Nutrition, Water and Sanitation,
Primary Health, etc;
Conduct regular technical assessments and monitoring visits
to the program sites throughout Kenya;
Responsible for overall, timely and quality reporting
Qualifications and Skills
A minimum of 7 years of senior management and professional
experience developing and managing WASH programs in developing countries is
required. Chief of Party experience preferred
Prior experience in Eastern or the Horn of Africa is
required; Experience in Kenya would be an asset;
In-depth knowledge of USAID programmatic, compliance and
reporting requirements;
Prior experience working with pastoralist communities is
strongly preferred;
Prior experience or knowledge of Disaster Risk Reduction and
resilience programs is preferred;
Proven strong leadership skills and experience in leading a
consortium of NGOs and a multidisciplinary team;
Excellent communication skills to liaise, negotiate and
advocate with Governments, donors/potential donors and key stakeholders
including other implementing agencies;
Proven ability to write technical reports, reviews,
program/project documents, concept notes/proposals and conduct presentations by
