Terms of Reference for Consultancy on Stakeholders Training in Conflict Sensitive Approaches to Development in Somaliland and Puntland
Background:
The SEED Programme brings together FAO-Somalia, ILO-Somalia, UNDP-Somalia, Save the Children-Somalia, in a joint venture funded by DFID aimed at implementing projects in the Somalia targeted at improving livelihood and increasing employment opportunities through developing markets and supporting the investment climate and regulatory framework.
The Programme which is expected to result to economic growth and stability in Somalia, targets the livestock in Somaliland, Fisheries Sector in Puntland and the Agriculture Sector in South Central Somalia.
For the Programme to be implemented effectively it is crucial that all partners clearly understand the context of operation, while at the same time seeking to conceptualize the existing relationship between livelihood interventions and conflict.
This therefore means that all socio-economic aspects of the project areas have to be clearly defined and understood with a view to ensuring that the project does not exacerbate some of the challenges that potential beneficiaries are currently experiencing.
Given the programmatic experience accrued after one year of implementation, it became apparent that the consortium is in need of capacity enhancement in the area of Conflict Sensitive Approaches (CSA) to Development to consolidate their role and become effective in their respective areas of implementation.
It is in view of the above that the Livestock Sector of FAO/UN-Somalia is calling for applications from qualified consultants to under take the task of field level training of SEED Partners, Line Ministries and Local Authorities in Somaliland(Hargeisa) and Puntland (Garowe) in CSA.
Job Role, Duties and Responsibilities                
Under general supervision of the Officer in Charge for Somalia and under the direct supervision of the Livestock Sector Coordinator and working in close collaboration with Conflict Analyst the consultant will conduct 3 days training for participants drawn from FAO-Field Office, ILO-Somalia, UNDP- Somalia, and Save the Children in Hargeisa, 3 days for Line ministry and Local Authority staff in Somaliland drawn from Borama, Burco, Hargeisa and Berbera, and 3 days for Line ministry and Local Authority staff in Puntland drawn from Bossaso and Garowe.
Key Functions:
·         Design and present a course outline and training methodology on CSA for review by the Conflict Analyst
·         Develop and present a Programme for all the three training workshops
·         Conduct 2, 3 days training in Hargeisa Somaliland, and  1, 3 days training in Garowe
·         Drafting a Conflict Sensitivity Framework out of participants in-put during the training workshops
·         Draft a report of the training with concrete recommendations on new areas of focus and ways of improving knowledge delivery.

A comprehensive report that captures the training process including the following:
·         Introduction
·         Methodology
·         Topics covered
·         Challenges
·         Conclusions
·         Recommendations
Qualifications
·         Minimum of B.A. in Development Studies, Sociology, Anthropology and any other social science based degree.
·         Advanced degree in any development related subject will be an added advantage
·         5 years (and above) of proven experience in delivering development training in the developing world especially within a humanitarian context.
·         Proven experience in Conflict Sensitive Development Programming
Other skills and competencies:
·         Training of Trainers (ToT) level of practice
·         Familiarity with pedagogical methods of knowledge delivery
·         Excellent communication and writing skills.
·         Ability to prioritize and manage time efficiently and meet deadlines.
·         Detail-oriented with well developed organizational skills.
·         Ability to work under pressure.
·         Experience relevant to conflict in Somalia is desirable.
·         Proactive with clear ability to work on own initiative and as part of a team
