Job title: Psychosocial Program Manager  
One (1) Position
Country: Uganda – Duty Station, Kampala

Job Description and required qualifications

(Important Note - Position open to East Africans)

Under the supervision of the Head of Office, the incumbent will perform the following functions:
Direct office operations with regard to psychosocial assistance;
Facilitate the establishment of a coordinated multi-sectoral psychosocial office and a psychosocial response strategy;
Provide counseling services and other short term therapeutic services to refugees at heightened risk referred to office;
Conduct Best Interest Assessments/Determinations and conduct determination of family composition interviews;
Conduct psychosocial/mental state assessments and prepare related reports; assess refugees in need of psychiatric care, refer those in need to a psychiatrist and monitor progress;
Conduct home visits to assess individual psychosocial needs;
Facilitate internal and external capacity building activities;
Ensure up to date record keeping including case preparation, keeping continuous counseling notes and daily records
Prepare periodic reports and collect, analyze and compile psychosocial services data;
Provide support to caseworkers in the tracking of individual cases, updating status, and maintaining client database etc.;
Provide direct services to children in the children therapy center
Provide supervision for all activities to be carried out by counseling psychologists, social workers and refugee incentives workers at field sites.
To attend monthly debriefing and supervision sessions
Incorporate a child protection policy into the Standard Operating Procedures of the child therapy center and ensure its adherence by all staff members
Perform other duties as required.
Education: A Minimum of Master’s degree in Counseling Psychology.

Skills and competencies
Computer literacy a must with strong knowledge of ACCESS, EXCEL and WORD
Ideal candidate should have a keen awareness and a good knowledge of psychosocial issues and the complexities of working on these issues with a refugee population.
Excellent report writing skills and proven ability to conduct psychological assessments;
Experience in planning and implementing psychosocial project activities
Group facilitation skills and experience
At least one year of training experience
Experience in project management in an NGO setting
Diplomacy and assertiveness
Ability to confront and discuss sensitive issues with respect and confidentiality
Experience
No less than three years job experience in trauma counseling, preferably in the NGO
sector. Knowledge of refugee protection and assistance a plus.
Languages

Proficiency in English. Working knowledge of Swahili and/French an added advantage

Under the supervision of the Administrative Assistant, the incumbent will perform the following functions:
Maintain, clean and care for organization vehicles and maintain regular checks of vehicles to ensure that they are mechanically sound and in good working order. Makes reports of any problems to the Administrative Assistant and repairs minor mechanical problems.
Provide transportation in the field and to meetings and other destinations for organization staff and visitors on official business;
Keep accurate records of deliveries made to other offices in the delivery book;
Post and collect mail, weighing and affixing correct amount of stamps on letters and packages;
Perform general clerical duties as may be assigned which may include photocopying and packing supplies for field travel;
Obtain quotations and makes simple purchases on behalf of the office and as instructed by the Administrative Assistant;
Keeps a log book/diary for use of vehicle including weekly reports on vehicle status;
Education – 
A minimum Secondary School certificate. 
Certification in basic mechanics and maintenance a plus.
Skills and competencies:
Must possess a valid driving license ( Class A, B,C & D ) with 8 years driving experience
Computer literacy desirable;
Current certificate of good conduct;
Must have good knowledge of Nairobi and its environs;

Experience

Job title: Finance Assistant

Country: Uganda

Job Description and required qualifications

Working under the supervision of the Finance & Administration Officer, the incumbent provide support in fiscal and administrative functions to ensure effective and proactive fiscal management and will perform the following functions:
Assist in procedures for financial and administrative management e.g. cash management, procurement, grants management, accounting etc in accordance with HRTK policies, standards and procedures adapted to handle specific country conditions, ensuring effective internal controls and minimizing risks for HRTK.
Assist in tracking of project finances including, petty cash, cash receipts, and cash disbursements;
Assist in the generation of periodic financial reports;
Assist in ensuring compliance with the purchase management system for goods and services ensuring quality and cost effectiveness and ensure that the procedures for procurement or disposal are adhered to;
Assist in preparation of salaries with statutory deductions effected and that all the statutory deductions, pension contributions and other employee benefits are remitted on time; and help administer employee benefits and ensure that the salaries and other benefits reach the employees on time and are in line with the employment contracts while ensuring that all the benefits maintained by external organizations such as medical and pension are maintained in force at all times.
Assist in keeping and maintaining of records of assets and liabilities and that proper depreciation procedures for the assets are followed and periodic physical count is done and the results reconciled with the inventory listing;
Assist in the maintenance of smooth and effective manual and computerized systems of accounting using modern integrated financial software that captures i) Organization’s accounting and financial aspects and generates appropriate and ii) financial and administrative reports as and when required;
Assist in maintaining both manual and computerized systems for tracking vehicle mileage and use, cheques, traveling and accommodation, photocopying and other financial and administrative matters to ensure proper use of resources;
Assist in the preparation of monthly financial reports and back up of supporting documents in accordance with HIAS accounting procedures.
Assist in the preparation of monthly funds requisitions in accordance with HIAS accounting procedures,
Assist in the preparation of annual budgets and budgetary control reports for donors. Monitor the budgetary control system to ensure that expenditures do not exceed amounts allocated to each budget line.
Assist in the preparation of periodic and annual reports on financial and personnel matters for submission to the Country Director and HIAS Headquarters;
Assist in the preparation for audit of books of accounts by external auditors;
Perform any other duties as required.
Requirements
Education :
University degree in Finance, Accounting or related field a must. Certified Public Accountant in a recognized institution or at an advanced stage towards qualifications as a qualified accountant.
Skills and competencies:
Computer literacy a must: excellent working knowledge with worksheets together with experience in the use of accounting and financial management software;
Proven ability to set up accounting and administrative systems
Knowledge of Not-for-profit sector an added advantage
Strong interpersonal and communication skills
Experience
No less than 3 years previous job experience in the financial sector. 
A minimum of 2 years in an accounting position. 
Knowledge of Great Plains a distinct advantage
Languages: Proficiency in English and Swahili.

Job title: Social Worker/Counselor

Two (2) positions
Country: Uganda

Job Description and required qualifications

Under the direct supervision of a Counseling Psychologist, the incumbent will provide social services including the following functions:
Conduct home visits for refugees at heightened risk in coordination with other HRTK-Uganda staff and keeps track of socio-environmental risks.;
Implement and monitor merit based social assistance informed by socio-environmental assessment in individual cases in accordance with HRTK SOPs with timely updates to the Case Management panel;
Supervise provision of social assistance as necessary;
Interview separated children, unaccompanied minors and other children-at-risk for the purpose of preparing Best Interest Assessment (BIA) reports;
Draft BIA reports for submission to the Case Management Panel, effect subsequent BIA panel decisions and enter data into database;
Provide basic counseling to less complex cases and facilitate external services or appointments;
Assist in the organization and facilitation of capacity building activities e.g. workshops, trainings or information dissemination;
In coordination with the supervisor, liaise with and foster a collaborative networking relationship with other entities to facilitate social assistance to HRTK Uganda refugee clients;
Prepare periodic reports on social services;
Collect and make regular updates for data required for Sexual Based Violence Information Management  system.
Conduct community awareness sessions of GBV issues through drama, community dialogues, peer to peer discussions and visits to primary schools.
Develop and distribute materials in relation to GBV issues for refugees.
Perform other duties as required.
Requirements

Education:
University degree in Social work or related field with a strong bias in counseling. 
Or Advanced college diploma along with extensive field experience working in the refugee assistance sector
Skills and competencies:
Computer literacy a must: excellent working knowledge with WORD, ACCESS and EXCEL;
Good knowledge of human rights doctrine and working experience in counseling;
Experience in capacity building including facilitation of community-based training and awareness raising;
Good knowledge of child rights and prevention and response to SGBV issues;
Good knowledge of Kampala and its environs;
Strong interpersonal and communication skills;
Must possess a valid driving license ( Class A ) with 3 years driving experience
Experience
No less than 2 years previous work experience, including at least 1 year in counselling or social work preferably in an NGO setting.

Job title: Grants/ Development Officer

HIAS Refugee Trust of Kenya (HRTK) seeks a grants/development Officer to help develop its fundraising
portfolio for both public and private donors. 

Under the supervision of the Country Director, the incumbent will perform the following functions:

Donor Prospecting:
Diversify and expand HRTK’s current funding sources by identifying new donor opportunities of strategic and technical interest to HRTK;
Identify new mechanisms for cultivation and solicitation of individual, corporate, foundation or other donors, and cooperation with complementary efforts of HIAS HQ towards this same goal;
Proposal Writing
In coordination with HRTK and HIAS HQ, prioritize funding targets, and initiate, advance and oversee fundraising efforts including proposal writing and submission, solicitation of grants, corporation/ foundation funds, charity or other events;
Create a reservoir of project proposals for future use.
Portfolio Development
Monitor donor strategies and funding opportunities, identifying ways in which HRTK can best contribute according to core competencies and technical staff;
Coordinate preparation of a matrix of potential donors and prepare an analysis of upcoming  FAs , RFP and unsolicited proposals;
Develop and manage donor database system and integrate with other agency operations;
Steward a portfolio of prospects and donors at the $25,000 level and above; and
Overhaul HRTK proposal templates and standard language and maintain up-to-date capability statements.
Capacity Building
Together with HIAS HQ, HRTK Trustees and Country Director, develop and strengthen the HRTK board;
Support and capacity build HRTK staff in resource mobilization including grant cycle management ; 
Reporting
Follow up on report writing and liaison for current grants including U.S. State Department awards.
Liaise with finance team and operations staff to ensure proper reporting on existing and incoming funds;
Oversee composition and review of high-level funding reports.
Skills and competencies
Exceptional knowledge of non-profit business development and resource generation;
Proven ability to raise funds from government, regional and local institutions, conduct donor meetings, donor-field visits etc. ideally in an NGO setting;
Excellent organizational, management and computer skills;
Strong communication, strategic and leadership skills;
High ethical standards, accuracy and a heart for the underprivileged
Experienced in international relief and development
Excellent writing, presentation and research skills, and superior attention to detail; Interest in and knowledge of international affairs or related fields;
A high degree of initiative and demonstrated ability to handle multiple time-sensitive tasks simultaneously in a fast-paced environment; and
Ability to reach fundraising targets and motivate others to achieve targets
Education
At least a Bachelor’s degree in a relevant field. Master’s degree a plus
Experience
5-7 years professional experience including 3-5 years in fundraising, with a strong preference for major gifts experience and previous exposure to the private sector and/or corporate giving.
Knowledge of refugee sector a plus.
Languages

Provide support to social workers and incentive workers in the tracking of individual cases, updating status, and maintaining client database etc.;
Prepare periodic reports and collect, analyze and compile psychosocial services data for their field site;
Follow-up and monitor general case status and processing of refugee cases and prepare field site’s weekly casework plans;
Work with partner agencies in the provision of and referral for services and attend stakeholder meetings; and
Ensure services are offered in a professional and ethical manner and perform other duties as required.
Education: 
A minimum of a bachelor’s degree in psychology, counseling psychology or its equivalent from a recognized university. 
Master’s degree in counseling psychology preferred.
Skills and competencies
Computer literacy a must with strong knowledge of ACCESS, EXCEL and WORD;
Ideal candidate should have a keen awareness and a good knowledge of psychosocial issues and the complexities of working on these issues with a refugee population;
