Organizational background

The World Food Programme Somalia activities include food assistance relief, emergency school feeding, humanitarian air and logistics services, food coordination and emergency rehabilitation projects.
 
This position is open to qualified Somali candidates only, with good knowledge of the local area.  Female candidates are encouraged to apply.

Major Duties and Responsibilities:

Under the direct supervision of the Head of Programme at the Area Office and overall direction of the Head of Area Office, the Programme Assistant will perform the following duties:

·         As focal point for education sector, work closely with education partners and local authorities.
·         Conduct assessment on Emergency School Feeding Programme (ESFP),assist the partners with project proposals and budget preparation;
·         Monitor the ESFP implementation closely and provide support and guidance to the partner;
·         Ensure timely food and Non Food Items(NFI) delivery to schools for continuity of the on-site feeding programme;
·         Follow up closely on the construction of kitchens and stores;
·         Advocate community participation and support to ESFP to enhance ownership and sustainability;
·         Monitor the impact of the on-site feeding programme and take home rations to girls;
·         Review and verify the Cooperating Partners’ (CP) reports and address the issues to Management for informed decision;
·         Undertake field visits to project sites of various interventions periodically to conduct needs assessments,  market survey, monitor/verify food distribution process, adherence of WFP targeting criteria, entitlements and Standard Operating Procedures (SOP) compliance;
·         Monitor pre-screening on the project site with implementing partners and sensitize the community and beneficiaries about the entitlements, beneficiary selection criteria, WFP’s objectives and SOP.
·         Assist and conduct regular meetings with refugees/(Internally Displaced Persons(IDPs) leaders/elders  and CPs on relevant issues;
·         Assist in conducting training of field staff and cooperating partners on commodity management, as necessary;
·         Assist in the implementations of plan of action, review achievements and constraints and provide feedback accordingly;
·         Assist  the WFP officers and implementing partners in encouraging women ‘s access to economic skills development and sensitizing public opinions on gender issues and gender focused activities;
·         Liaise with other units to resolve issues and clarify or obtain additional information;
·         Prepare periodic reports, statistical information and tables;
·         Maintain accurate records and files with the field of work; and
·         Perform other related duties as required.
Minimum Qualifications                     
Education:
Secondary school education, preferably supplemented by courses in a field related to WFP programmatic activities.
Experience:
At least four years of progressively responsible support or secretarial work experience including at least two years in the field of accounting, transport, insurance, statistics, operations or other related field. At least one year at G4 level or equivalent  

Language:
Fluency in both written and spoken English and Somali language is a requirement.

Knowledge:
Experience utilizing computers including word processing, spreadsheet and other software packages.
