Organizational background
The
World Food Programme Somalia activities include food assistance relief,
emergency school feeding, humanitarian air and logistics services, food
coordination and emergency rehabilitation projects.
This position is open to qualified Somali
candidates only, with good knowledge of the local area. Female
candidates are encouraged to apply.
Major
Duties and Responsibilities:
Under the direct supervision of the Head of
Programme at the Area Office and overall direction of the Head of Area Office,
the Programme Assistant will perform the following duties:
·
As
focal point for Food-For-Asset/Food-For-Work, work closely with FFA/FFW
partners and local authorities to identify the gaps and address the needs in
line with the regional priorities and strategies;
·
Conduct assessment on potential FFA/FFW projects, and
assess and review Food-For-Assets/Work (FFA/W) proposals from Cooperating
Partners(CPs);
·
Conduct necessary technical surveys, measurements and
design of FFA/W projects;
·
Conduct necessary training, workshop to CPs and field
staffs for FFA/W projects guidelines, technical guidelines and any others
relevant matters;
·
Assist CPs in preparing proposals, budget, Note for the
Record for FFA/W projects for approval of Country Office(CO) Proposal Review Committee
(PRC);
·
Monitor and inspect FFA/W projects ensuring that relevant
WFP work norms are being followed correctly, and supervise ongoing projects to
ensure that CPs and Communities are following all technical specifications and
WFP guidelines;
·
Assist CPs in preparing FFA/W
proposals for construction of stores/kitchen for Emergency School Feeding (ESF) in coordination with education focal
point;
·
Ensure
timely food and Non Food Items (NFI) delivery to FFA/W beneficiaries;
·
Continually update a list of completed and ongoing FFA/W
projects and follow-up activities;
·
Visit completed FFA projects and ensure post-project
maintenance arrangement;
·
Conduct impact assessment/evaluation for completed FFA
projects;
·
Compile reports with regards to FFA/W projects;
·
Undertake
field visits to project sites of various interventions periodically to conduct
needs assessments, market survey,
monitor/verify food distribution process, adherence of WFP targeting criteria,
entitlements and SOP compliance;
·
Monitor
pre-screening on the project site with implementing partners and sensitize the
community and beneficiaries about the entitlements, beneficiary selection
criteria, WFP’s objectives and standard operating procedures.
·
Assist
and conduct regular meetings with refugees/IDPs leaders/elders and CPs on the project modality, commodity
pipeline, distribution arrangements, food entitlements and other relevant
issues;
·
Assist
in conducting training of field staff and cooperating partners on commodity
management, as necessary;
·
Assist
in the implementations of plan of action, review achievements and constraints
and provide feedback accordingly;
·
Assist the WFP officers and implementing partners in
encouraging women ‘s access to economic skills development and sensitizing
public opinions on gender issues and gender focused activities;
·
Liaise
with other units to resolve issues and clarify or obtain additional
information;
·
Prepare
periodic reports, statistical information and tables;
·
Maintain
accurate records and files with the field of work; and
·
Perform
other related duties as required.
Minimum
Qualifications
Education:
|
Secondary school education,
preferably supplemented by courses in a field related to WFP programmatic
activities.
|
Experience:
|
At least four years of progressively
responsible support or secretarial work experience including at least two
years in the field of accounting, transport, insurance, statistics,
operations or other related field. At least one year at G4 level or
equivalent
|
Language:
|
Fluency
in both written and spoken English and Somali language is a requirement.
|
Knowledge:
|
Experience utilizing computers including word processing,
spreadsheet and other software packages.
