Applications are hereby invited from suitably qualified candidates to fill the above Temporary Appointment in the WASH Section of UNICEF Regional Office, Nairobi, Kenya.

Purpose of the Post:  The Temporary Appointment is expected to support hygiene and sanitation activities related to the promotion, monitoring and operationalization of sanitation and hygiene promotion efforts in the Region.

Major Duties and Responsibilities:

Poor hygienic conditions and practices have a major contribution in the disease burden in developing countries. 

At the same time, hand-washing with soap (HWWS) is the most effective way of reducing the incidence of acute watery diseases such as diarrhoea and under-5 child mortality. Hygiene promotion can create awareness and aims to change behaviour of those most vulnerable to WASH-related diseases. 

Additionally, six countries in ESAR have targets for eliminating Open Defecation and together with hygiene promotion, eliminating OD is a priority action for reducing under-5 child mortality.

Globally, 83 UNICEF country offices are engaged in HWWS programming. While the importance of HWWS is widely acknowledged and documented, the results and impact on behaviour of large-scale hygiene promotion campaigns are less known. 

Understanding effective ways of changing behaviours as well as effective ways of measuring those changes are critical to strengthening ongoing hygiene promotion efforts and optimizing the life-saving benefits of key WASH behaviours such as HWWS.

In the context of an emergency, the need for support in Hygiene Promotion is even greater., HWWS and effective excreta disposal are critical to eliminating the main transmission routes of cholera. Cholera is endemic in Somalia and Ethiopia while it occurs in Kenya as well, and a large scale outbreak could devastate an already vulnerable population. 

Improving the implementation of hygiene promotion activities in the affected countries can reduce the scale of the outbreak, as well as support effective monitoring of impact and is therefore a critical element in WASH disaster risk reduction efforts.

The Sopo campaign aims to reach especially children, and promote HWWS across countries in the ESAR region. Reaching children is critical, as they are the segment of the population most affected by diarrhea and other pathogenic diseases caused by poor hygienic practices. The countries currently rolling out the Sopo campaign are: Kenya, Malawi, Uganda, Zambia and Tanzania. 

As Sopo is regionally accepted as a useful vehicle for hygiene promotion efforts, Sopo campaigns allow insight into what messages are working, what communication channels are useful and how can these lessons be applied in various country/emergency contexts. 

The insights of the Sopo evaluation study have relevance beyond Kenya and for this reason, ESARO will undertake a consultant to support the study and distill lessons and insights for use in other regions.

The UNICEF WASH Programme on Sanitation and Hygiene has a strong emphasis on elimination of open defecation, handwashing with soap practice at critical times and providing a comprehensive WASH package in schools. 

Scope of work


Under close supervision of the OIC Regional WASH Advisor, carry out the following tasks:
Provide support to the implementation and review process for a study monitoring impact of the Sopo campaign in Kenya. This work is on-going and is expected to be finalized in May 2012
Support the adaptation of the evaluation’s findings that supports emergency hygiene monitoring, development of messaging, and impact, as feasible.
Provide support to ESAR countries on WinS analysis and Level 3 monitoring as required.
Support Emory University and Care International to finalize actions and report of the WinS regional meeting held in June 2012.
Support the Regional WASH Specialist in strengthening Community Approaches to Sanitation capacity and rollout in the Region.
Support the Regional WASH team in strengthening sanitation monitoring systems in the Region, particularly for ensuring sustainability of ODF declarations by communities.
Carry out any other task related to the technical area of the assignment, as required
Expected Deliverables
Finalization of the impact evaluation survey on Sopo in Kenya in collaboration with the selected research agency and in collaboration with C4D and WASH Kenya Country Office.
Final synthesis of the evaluation survey on Sopo for regional use and dissemination.
Provision of support to other countries, namely Zambia, involved in large-scale HWWS programs.
Compilation of a database of regional emergency materials on hygiene promotion and cholera preparedness compiled electronically.
Finalization of the WinS report from the regional meeting  - following up on action points, analysis in the Region.
Compilation and production of GHD regional Newsletter for 2011 activities, support to preparatory activities.
Development of a community of practice on hygiene promotion within the HoA to support ongoing promotion and preparedness activities, capacity and monitoring efforts.
Support the review of ODF evaluation and monitoring strategies in six countries.
Support WinS analysis in at least two countries and dissemination of the regional snapshot on WinS.
Qualifications/Competencies:
Advanced University Degree in Public Health or WASH, with orientation to WASH issues in problems in developing countries.
Ability to work in a stressful working environment
Good communication and writing skills
Good leadership and negotiation skills
Good interpersonal skills and ability to work in multi-cultural environment
Knowledge of computer applications like Word, Excel, PowerPoint
At least 5 years professional work experience in nutrition of which at least 3 in developing countries
Fluency in English. 
Experience in consultations with UNICEF is an advantage

Purpose of Post: 
 
The overall assignment of the Health Systems Specialist is to manage the UNICEF support to the government and its partners to strengthen the Health System’s service provision capacity. 

The key areas of responsibility for the post includes: strengthening emergency preparedness and response capacity; strengthen health information system to provide reliable information for planning and resource allocation purposes; support establishment of Community Health Strategy to address the inequity in access to basic health services; and building the capacity of the newly formed Counties Health Systems to effectively manage the delivery of health services within their respective geographic areas.

Major Duties and Responsibilities:
Manages the health emergency preparedness and response activities including: 1) strengthening the health sector coordination mechanism to effectively predict emergencies and provide overall leadership to build Disaster Risk Reduction (DRR) mechanisms;  2) procurement and prepositioning emergency drugs and medical supplies; 3) strengthen disease surveillance capacity to enable early detection of diseases with outbreak potential; and  4) Provide routine reports to UNICEF and donors;
Facilitates the development of well-functioning health information system including:  generating key health program information from national level surveys, research document, service delivery reports, and other reliable sources; managing organizing, analyzing, and presentation of data for effective planning, resource allocation and fundraising  purposes; promoting the culture of evidence based planning including the use of MBB tools  to undertake bottleneck analysis; and providing leadership and routine technical support for the design, implementation, and use of operational research and program evaluation results.
Oversees and support implementation of Community Health Strategy including: finalizing the policy, strategy, and  guidelines documents at the national level;  Modelling actual implementation of Community Health Strategy within diverse set-up; and facilitate coordination of  partners for  allocation of resources
Supervises two professional positions (Community Health Strategy Specialist and Health Information Officer)
Participate in inter-sectoral collaboration with other programme colleagues for the systematic delivery of an integrated package of MNCH services.

Nutrition Specialist (Coordination) - NOC

Purpose of Post: 
 
Under the general supervision of the Nutrition Manager, and with technical support of the Global Nutrition Cluster, the Country Nutrition Coordinator will be responsible for leading the Nutrition Coordination at the Country level in Kenya.

Major Duties and Responsibilities:

1. Establishment and maintenance of appropriate coordination mechanisms:
Ensure appropriate coordination between all Nutrition partners (including national and international NGOs, the Red Cross/Red Crescent Movement, IOM and other international organizations active in the sector) as well as national authorities and local structures
Ensure the establishment/maintenance of appropriate sector coordination mechanisms including, steering committees, working groups at the national, and if necessary, local level;
Ensure full integration of cross-cutting issues, namely human rights, HIV/AIDS, age, gender and environment, utilization participatory and community-based approaches.  In line with this, promote gender equality by ensuring that the needs, contributions and capacities of women and girls as well as men and boys are addressed;
Secure commitments from participants in responding to needs and filling gaps, ensuring an appropriate distribution of responsibilities within the cluster, with clearly defined focal points for specific issues where necessary;
Ensure that participants work collectively, ensuring the complementarities of the various stake holder’s actions;
Promote emergency response actions while at the same time considering the need for early recovery planning as well as prevention and risk reduction concerns;
Ensure effective links with other sectors (with OCHA support), especially Health & Nutrition, Agriculture and Livelihoods and Education;
Represent the interests of the sector in discussions at various forum
Act as focal point for inquiries on the nutrition cluster’s response plans and operations and related activities.
2. Planning and strategy development:
 
Ensure predictable action within the sector for the following:
Needs assessment and analysis; development of standard assessment formats for use within the sector;
Identification of gaps;
Developing/updating agreed response strategies and action plans for the sector and ensuring that these are adequately reflected in the overall country strategies (e.g. Nutrition Action Plan, Emergency Humanitarian Response Plan)
Drawing lessons learned from past activities and revising strategies and action plans accordingly;
3. Application of standards:
Ensure that nutrition actors are aware of relevant policy guidelines, technical standards and relevant commitments that the Government/concerned authorities have undertaken under international human rights law;
Ensure that responses are in line with existing policy guidance, technical standards, and relevant Government human rights legal obligations.
4. Monitoring and reporting:
Specifically needs to include an analytical interpretation of best available information in order to benchmark progress of the emergency response over time.  That is - monitoring indicators (quantity, quality, coverage, continuity and cost) of service delivery which are derived from working towards meeting standards (mentioned in point 4).
Ensure regular reporting against cluster indicators of service delivery (quantity, quality, coverage, continuity and cost) supports analysis of cluster in closing gaps and measuring impact of interventions.
5. Advocacy and resource mobilization:
Identify core advocacy concerns, including resource requirements, and contribute key messages to broader advocacy initiatives of the Humanitarian Coordinators and other actors;
Advocate for donors to fund partners to carry out priority activities in the sector concerned, while at the same time encouraging/supporting nutrition actors to mobilize resources for their activities in collaboration with Ministry of Public Health and Sanitation.
6. Identification of key partners:
Identify key humanitarian and development partners, respecting their respective mandates and program priorities
Identify other key partners including local and national authorities, peacekeeping forces, etc.
Carryout capacity mapping of all current and potential actors – government, national and international humanitarian organizations as well as national institutions, the private sector and market assess to materials and services
7. Training and capacity building of national/local authorities and civil society:
Promote and support training of humanitarian personnel and capacity building of humanitarian partners, based on the mapping and understanding of available capacity;
Support efforts to strengthen the capacity of the national/local authorities and civil society.
8. Acting as “Provider of last resort”:
As agreed by the IASC Principals, sector leads are responsible for acting as the provider of last resort to meet agreed priority needs and will be supported by the HC in their resource mobilization efforts in this regard;
Required Qualifications: Advanced university degree in Social Sciences, or related technical field.
